Approved permanent residents with expired COPRs have no answers to when they will be allowed to travel to Canada.
Because of the travel restrictions, they could not travel to Canada to fulfil the final step in the immigration process. From 18 March, 2020 to 21 June, 2021, approved permanent residents were not permitted to come to Canada. The only exclusions were for U.S. residents arriving from south of the border and approved permanent residents who fell under another exceptions.
Immigration, Refugees and Citizenship Canada (IRCC)’s explanation has been to get in touch with applicants separately, instead of providing a blanket immunity.
IRCC media relations stated that, “Each applicant’s situation is distinct and requires reviewing on a case-by-case basis to make sure that they have valid visas for travel. So as to minimize the chance that they will face issues when they seek admission as permanent residents at the Canadian border, a broad extension for expired COPRs is not possible”.
They also discontinued issuing COPRs for 90 days beginning March 2021, in an effort to control the number of individuals whose documents would expire afore travel restrictions were revoked. IRCC did not mention how many post-March-18 COPR holders there are, as they are presently computing and confirming the data.
