I think, but I'm not sure, that this was a failure to comply offence, given purely by the amount of the costs/fine/points and that the owner/driver was given 6 penalty points for what I'd imagine would normally only be 3 points. That points were issued implies to me that an individual took the points, as companies owning vehicles only get fines, and much larger ones.
Anyway, I thought this was a particularly shoddy piece of driving and taking quite a risk, so it's good that they got some consequences for this at least.
