To fix the faction cap issue you will need to complete the Trials quest for you faction. (e.g. Trails of the Scrivener, trials of the templar, trials of the gladiator.) The updated min level is Level 24. The quest is now called: syndicate advancement: Scrivener. (marauder, covenant). If you don't see this quest and are level 24+ try resetting the quest in your quest log by abandoning it. This should resolve the issue. If not, the quest is still bugged and a fix should come soon as it is already on the list of known bugs.
