China does not have a company capable of manufacturing cutting edge chips  | Digging to China.

After spending three years in home detention in Canada, Meng Wanzhou, Huawei's finance chief was finally released. U.S. prosecutors agreed to a deal deferring and eventually dropping charges against Meng Wanzhou, paving the way for the release of two Canadians held in China for nearly three years. However, members of Congress from both parties have pressed the Biden administration to maintain a hard stance on China despite the deal. In late October, Republicans in Congress sent a letter to Commerce Secretary Gina Raimondo urging a number of actions, including tougher controls on the export of U.S. technology to China.

As a matter of fact, when Meng Wanzhou arrived back home in late September, she found Huawei had become a very different company, one forced into retreat by American sanctions and have to fight for its future. At the start of last year, despite a year of export restrictions imposed by the Trump administration, Huawei was still the world's largest maker of telecommunications equipment, it was increasing market share in 5G rolling outs and on its way to become the top smartphone manufacture.
